

Hanoi owns a large huge of valuable urban architectural heritages (UAHs), including a heritage recognized by UNESCO as a World heritage. The paper concludes with some recommendations to encourage public involvement to adapt the urbanization context.

An assessment of Hanoi citizens’ involvement under the current view of participatory approach and challenges of community’s participation in the Hanoi context are stressed. The article addresses issues of the community’s participation in preserving UAHs in Hanoi with reference to some certain kinds of conservation projects, field surveys and interviews to authorities. The community not only help survive the heritages physically but also give the real estates a “soul”. In fact, the history of establishment and development of UAHs in Hanoi, mostly affected by citizens and the folk life demonstrates the important role of the community. The reason for this limited result is the popular preaservation measures have focused mostly on only physical aspect of UAH and let UAH in a “fossilized” environment but other associated values like social, spatial, living and spiritual value which only be “felt” and “solved” in the real living life in community space. In this context, the conservation projects, favouring technical and technological measures, have had rather limited results so far. have adversely affected UAHs with encroachment, disfunctioning and partly or wholly visible destruction. Illegal construction transfers, renovation, and ineffective policies, etc. However, the urbanization pressure after Renovation policy and poor management have led to a rapid, out-of-control urban transformation. With a long history of more than 1000 years, Hanoi City, the capital of Vietnam, has a huge of valuable urban architectural heritages (UAHs) which create an opportunity for a unique and charming urban identity. Key words: urban architectural heritage, preservation, urbanisation, community, Hanoi, Vietnam Developing the interaction space between heritage and community, setting up a Heritage Forum to enhance the sharing of heritage information among community groups, making policies based on market demand and the actual needs of different target groups… are among the suggested directions. Accordingly, the thesis puts forward suggestions to preserve heritages in the context of urban development, to encourage community participation and to balance the need for preservation and the constraints of city development. This helps to identify heritage issues such as heritage features, heritage value, mutual relationship between heritage – community – urban development, positive and negative changes of heritages, other relevant factors from community groups. To complete the thesis, field surveys were conducted at heritage sites located at typical areas for city urbanisation, community interaction and urban development context. Their influence and relation with other urban elements, including a dynamic life and diverse needs of the community, is undeniable. Heritages are a component of the urban development context.

Thereby, heritage issues are not only related to the value of each single building itself, but they are also an issue of urban life. These elements have been “encroached”, “occupied”, threatening “heritage messages”. In the context of rapid development, especially after the Renovation policy in 1986, Hanoi has raised the need to protect not only existing single heritage values but also their dynamic surrounding spaces. Despite great effort from the State, preservation is still a challenging task. Hanoi owns a huge variety of urban architectural heritages that have a good value in community life and serve certain functions in the city’s spatial organisation.
